The U.S. Constitution was designed to endure—but it was never designed to remain completely unchanged.
Hidden in plain sight is Article V, the section that explains exactly how the Constitution itself can be amended.
Here’s what makes it interesting: there are two constitutional paths for proposing amendments. Congress can propose one with a two-thirds vote in both chambers, or two-thirds of state legislatures can apply for a convention for proposing amendments. Either way, an amendment generally needs approval from three-fourths of the states before becoming part of the Constitution.
And there’s an unusual historical detail: all 27 ratified amendments so far were proposed through Congress—not through an Article V convention.
Perhaps the most surprising example of how unpredictable the process can be is the 27th Amendment. It was originally proposed in 1789, but wasn't ratified until 1992—more than 202 years later.
The Constitution contains only seven original articles, but some of its procedures still raise fascinating questions more than two centuries later.
