កាលពីរសៀលថ្ងៃអង្គារ ទី១ ខែកញ្ញា ឆ្នាំ២០២៦ មជ្ឈមណ្ឌលជាតិនៃមជ្ឈត្តការផ្នែកពាណិជ្ជកម្ម (ម.ជ.ម.) និងគណៈមេធាវីនៃព្រះរាជាណាចក្រកម្ពុជា បានសហការរៀបចំសិក្ខាសាលាស្ដីពី «ការគណនាសំណងការខូចខាត៖ ករណីមិនអនុវត្តកាតព្វកិច្ចតាមកិច្ចសន្យា» ដោយអនុលោមតាមអនុស្សារណៈយោគយល់រវាងស្ថាប័នទាំងពីរ ដែលបានប្រព្រឹត្តទៅនៅអគារគណៈមេធាវីនៃព្រះរាជាណាចក្រកម្ពុជា ក្រោមសហអធិបតីភាពរបស់លោកស្រីមជ្ឈត្តករ លឹម រដ្ឋា អនុប្រធាន ម.ជ.ម. ដែលជាតំណាងដ៏ខ្ពង់ខ្ពស់របស់លោកមជ្ឈត្តករ ហ៊ឹប ណារិទ្ធិ វេស៍ ប្រធាន ម.ជ.ម. និងលោកមេធាវី លី សុខឡាយ សមាជិកក្រុមប្រឹក្សាគណៈមេធាវី ដែលជាតំណាងដ៏ខ្ពង់ខ្ពស់របស់លោកមេធាវី សាំង វណ្ណៈ ប្រធានគណៈមេធាវីនៃព្រះរាជាណាចក្រកម្ពុជា។
សិក្ខាសាលានេះផងដែរ មានការអញ្ជើញចូលរួមជាវាគ្មិនកិត្តិយសពីលោកមជ្ឈត្តករ កុយ នាម អតីតសមាជិកក្រុមប្រឹក្សាប្រតិបត្តិ ម.ជ.ម. និងលោកមេធាវី អ៊ីវ ប៉ូលី ប្រធានគណៈកម្មការកិច្ចការរដ្ឋប្បវេណីនៃគណៈមេធាវី ព្រមទាំងថ្នាក់ដឹកនាំនៃអគ្គលេខាធិការដ្ឋានគណៈមេធាវី ថ្នាក់ដឹកនាំមជ្ឈមណ្ឌលបណ្ដុះបណ្ដាលវិជ្ជាជីវៈមេធាវី ក្រុមការងារនៃ ម.ជ.ម. និងសិក្ខាកាមចូលរួមដោយផ្ទាល់សរុបប្រមាណ ២០០នាក់។
សិក្ខាសាលានេះធ្វើឡើងក្នុងគោលបំណងចែករំលែកចំណេះដឹងបន្ថែមអំពីលក្ខខណ្ឌនៃការទទួលខុសត្រូវក្នុងការសងសំណងការខូចខាត ការខូចខាតដែលកើតឡើងពីកំហុសដោយចេតនា និងអចេតនា ទំនាក់ទំនងហេតុ និងផល ព្រមទាំងទំហំនៃការខូចខាត ដែលរួមមានការខូចខាតជាទ្រព្យសម្បត្តិ និងការខូចខាតមិនមែនជាទ្រព្យសម្បត្តិ ដើម្បីពង្រឹងចំណេះដឹង និងសមត្ថភាពក្នុងការអនុវត្តវិជ្ជាជីវៈមេធាវី។
នៅក្នុងសុន្ទរកថាបិទសិក្ខាសាលា លោកមេធាវី ឃុត កែវសុត្ថា សមាជិកក្រុមប្រឹក្សាគណៈមេធាវី ដែលជាតំណាងដ៏ខ្ពង់ខ្ពស់របស់លោកមេធាវី សាំង វណ្ណៈ ប្រធានគណៈមេធាវីនៃព្រះរាជាណាចក្រកម្ពុជា បានកោតសរសើរដល់មជ្ឈមណ្ឌលជាតិនៃមជ្ឈត្តការផ្នែកពាណិជ្ជកម្ម ជាពិសេសវាគ្មិនកិត្តិយស និងអ្នកចូលរួមទាំងអស់ ដែលបានចំណាយពេលវេលាដ៏មានតម្លៃចូលរួមចែករំលែក និងស្វែងយល់ពីចំណេះដឹងថ្មីៗពាក់ព័ន្ធនឹងការគណនាសំណងការខូចខាត។ លោកមេធាវីក៏បានបង្ហាញក្ដីសង្ឃឹមថា កិច្ចសហប្រតិបត្តិការរវាងគណៈមេធាវីនៃព្រះរាជាណាចក្រកម្ពុជា និងមជ្ឈមណ្ឌលជាតិនៃមជ្ឈត្តការផ្នែកពាណិជ្ជកម្ម នឹងបន្តមានជាបន្តបន្ទាប់ ហើយចំណេះដឹងដែលទទួលបានពីសិក្ខាសាលានេះ នឹងក្លាយជាចំណេះដឹង និងឱកាសថ្មីមួយសម្រាប់ការប្រកបវិជ្ជាជីវៈមេធាវី។

On the afternoon of Tuesday, 01 September 2026, the National Commercial Arbitration Centre (NCAC) and the Bar Association of the Kingdom of Cambodia (BAKC) jointly organized the Seminar on "Damage Calculation in the Event of Default", pursuant to the Memorandum of Understanding between the two institutions. The seminar was held at the BAKC Building under the co-Chairmanship of Arbitrator LIM Ratha, Vice President of the NCAC, the distinguished representative of Arbitrator HIB Nareth West, President of the NCAC, and Attorney LY Soklay, Member of the Bar Council, the distinguished representative of Attorney SAING Vannak, President of the BAKC.
The seminar also featured guest speakers, Arbitrator KOY Neam, former Executive Board Member of the NCAC, and Attorney IV Poly, Chairperson of the Committee of Civil Affairs of the BAKC, as well as the participation from leaders of the General Secretariat of the BAKC, leaders of the Lawyer Training Centre, and the working team of the NCAC, with the total 200 participants attending in person.
The Seminar was held to share further knowledge on the conditions of liability to pay damages, damages arising from both intentional and unintentional fault, causation, and the scope of damages, including property and non-property damages, in order to strengthen the knowledge and capacity of legal practitioners.
In the Closing Remarks, Attorney KHUT Keosotha, Member of the Bar Council, the distinguished representative of Attorney SAING Vannak, President of the BAKC, expressed his appreciation to the National Commercial Arbitration Centre, in particular the guest speakers and all participants, for devoting their valuable time to share and explore new knowledge related to damage calculation.
