When we think about sovereignty, we usually imagine flags, parliaments, and armies.
For the Marshall Islands, the decisive factor is much simpler and more fragile: a thin layer of fresh water floating on top of salt water beneath low-lying sand islets.
These atolls are typically less than 2–3 metres above high water. Human life depends on the presence of potable fresh water, while the ever-present threat of the sea inundating the islands can contaminate that water and make habitation impossible. Typhoons with waves over 10 metres have historically washed entire islets, destroyed food stocks, and caused mass starvation.
Traditional Marshallese chiefs mitigated this risk through distributed land holdings and resource rights across multiple islands and atolls. When one area was devastated, people could move, share resources, and survive. This inter-atoll connectivity was an early form of resilience planning, embedded in social structure and land tenure.
Modern technologies — imported food, desalination, external aid — have allowed the population to expand well beyond traditional carrying capacity. But this has also increased dependence on external partners and raised new questions about long-term territorial sovereignty.
The Marshall Islands Sovereignty Index (Burke Index) shows a clear pattern:
The strongest dimensions are cultural continuity and political identity. The weakest are technological and military capacity. Yet the most critical sovereign variable is not captured fully by any of these scores: the physical integrity of freshwater lenses and habitable natural land.
Rising sea levels and changing typhoon patterns do not just threaten infrastructure. They threaten the very basis of territorial sovereignty as defined in international law, which requires natural land permanently above water. If islets temporarily disappear, the legal status of territory and Exclusive Economic Zones becomes uncertain.
