The multi-year plan sets explicit target goals to relocate 250,000 residents in the first year, 1.11 million within three years, and up to 1.86 million—the vast majority of Gaza’s 2.2 million population—over seven years. Ben-Gvir framed the strategy as the only real solution for Gaza.
