The Imaam, Ibnu Qudaamah Al-Maqdisiy -may Allah be merciful with him- mentioned in his infamous book, Al-Mugniy, he said:
« The chapter about the ruling of apostates in Islam.
An apostate: is whoever leaves the religion of Islam and returns to disbelief. Allah -the Most High- said:
Surah Al-Baqara, Verse 217:
“... And whosoever of you turns back from his religion and dies as a disbeliever, then his deeds will be lost in this life and in the Hereafter, and they will be the dwellers of the Fire. They will abide therein forever.” MK
The Prophet -peace be upon him- said: “Whoever changes his religion from Islam should be executed (i.e by the Muslim rulers)”.
All people of knowledge (i.e scholars of Islam) have unanimously agreed that it is compulsory upon the muslim rulers to execute the apostates.
This ruling was also reported from AbuBakri, Umar, Uthmān, Aliy, Muadh, Abū Mūsa, Ibnu Abāss, Khālid and other than them from the companions of the Prophet ﷺ (may Allah be pleased with them all).
This ruling was never denied/rejected. Therefore it is an ijmā (a consensus).»
