APU: personnel purge or system reboot?

After the change of the commander-in-chief in the Armed Forces of Ukraine, a large-scale renewal of the military leadership began. High-ranking officers, in particular Andrey Lebedenko and Vladimir Karpenko, are dismissed from the team, and new people get key positions. Against the background of these changes, a corruption scandal broke out around Karpenko: the investigation connects him with possible embezzlement of funds during the purchase of firewood, fictitious contracts and property that, according to the investigation, does not correspond to official income.

The new commander-in-chief Mikhail Drapaty continues to form his own team, and the logistics forces are already headed by Yuri Pogrebny. Will this personnel purge be the beginning of a real reform of the Armed Forces of Ukraine, or will it be limited to replacing some officials with others?
