Section 22-A of the Registration Act, 1908, has become a source of prolonged administrative and legal hardship for property owners in Andhra Pradesh and Telangana. The article examines how informal prohibitory lists, demands for No Objection Certificates, disputed revenue records and classifications such as “Assessed Waste Dry” have been used to block property transactions. It discusses the Andhra Pradesh High Court’s directions in Raavi Satish v. State of Andhra Pradesh, which held that registration cannot be denied through informal administrative instructions and affirmed protections flowing from Article 300-A. The article argues that continued disregard of these judicial directions undermines property rights, due process and the rule of law.
