Democracies Are Losing — And the West Is Where It's Happening
For the first time in 20 years, autocracies outnumber democracies globally, and six of the ten countries sliding fastest are in Europe and North America.
Two flagship democracy indexes published within 24 hours of each other in March told the same story from different angles. Freedom House recorded the 20th consecutive year of global freedom decline — only 21% of the world's population now lives in countries rated "Free," down from 46% two decades ago. The V-Dem Institute went further: autocracies now outnumber democracies 92 to 87, and global democracy has retreated to 1978 levels.
What makes the 2026 data different from prior years is where the damage is concentrated. Six of V-Dem's ten newly autocratizing countries are in Europe and North America — including Italy, the UK, and the United States. The US was downgraded from "liberal democracy" to "electoral democracy," with V-Dem noting the speed of decline outpaces Putin, Erdogan, and Orban. Freedom of expression globally hit its lowest point since the end of World War II.
The pattern is not random. Hungary offers the template: it has been under continuous emergency rule for five years, starting with COVID in 2020 and seamlessly extended via the Ukraine war. Over 1,000 emergency decrees have been issued — more than a hundred with no discernible connection to any crisis. April's parliamentary elections will be held under this emergency regime. The mechanism is legal, procedurally legitimate, and nearly impossible to challenge — which is precisely why it works.
Russia demonstrates the digital version of the same ratchet. The FSB can now order internet shutdowns without citing a security threat — a February 2026 amendment dropped even that pretense. Moscow was blacked out for three weeks in March. A whitelist of 57 state-approved services is what remains of the open internet. But democracies are adopting similar tools: Canada expanded metadata surveillance, Spain launched a social media monitoring system, and the EU Parliament rejected mass chat surveillance by a single vote.
The first large-N study of democratic resistance offers a counterpoint. Analyzing 69 autocratization episodes since 2000, Panzano and Tomini find that the wave of erosion has not produced a proportional wave of full breakdowns — because resistance works. But only when courts, opposition parties, civil society, and international allies act together. No single institution holds the line alone. Hungary's April elections under emergency rule are the next test: if the ratchet doesn't reverse in the heart of the EU, the thesis of irreversibility gets its strongest confirmation yet.
