В психологии это называется moral disengagement — моральное самоотстранение от ответственности. Опаснее всего коллективное убеждение «так делают все», которое разрушает общественные нормы и закрепляет новые, искажённые стандарты поведения. Доказанный факт: в такой среде даже честные люди со временем адаптируются к коррупции.
Два реальных примера. Мой сотрудник однажды использовал офисный принтер для печати личных свадебных приглашений. Кажется безвредно, почти ничего не стоит компании, «так делают все». Но со временем это мышление нормализует неправильное использование ресурсов, открывая путь к серьёзным злоупотреблениям, вроде подделки отчётов или присвоения средств. В клиниках я наблюдал, как пациенты приносят врачам небольшие «подарки» за более быструю помощь. Сначала это выглядит как вежливый жест, но вскоре врачи начинают ожидать этого, те, кто не может подарить, остаются в стороне, и возникает неофициальная система «заплати — получи быстрее».

Eng xavflisi, “hamma shunday qiladi” degan kollektiv xulosalar jamiyat me’yorlarini yemiradi va xulq-atvor “yangi norma”ga aylanadi. Isbotlangan fakt: bunday muhitda hatto halol kishilar ham vaqt o‘tishi bilan korrupsiyaga moslashadi. Ammo vaqt o‘tishi bilan bu qarash ofis resurslaridan noto‘g‘ri foydalanishni odatiy holga aylantirib, jiddiyroq suiiste’molliklarga yo‘l ochadi. Shifoxonalarda esa bemorlar tezroq xizmat olish uchun shifokorlarga kichik “rahmat” sovg‘alari berishini kuzatganman. Avval bu madaniy odobdek ko‘rinadi. Tez orada esa shifokorlar buni kutadi, sovg‘a bera olmaydiganlar chetga suriladi va “pul ber — tez xizmat ol” tizimi paydo bo‘ladi.

Most dangerous is the collective belief “everyone does it”, which erodes societal norms and cements distorted standards of behavior. Proven fact: in such an environment, even honest individuals gradually adapt to corruption. That’s why real anti-corruption is less about punishment and more about resetting social norms and strengthening self-control.
Let me bring two real-life examples. My employee once used the office printer to print personal wedding invitations. It seems harmless, costs my company almost nothing, and “everyone does it.” However, over time, this mindset normalizes the misuse of company resources, paving the way for more serious abuses, such as manipulating expense reports or diverting office funds. I have personally observed in clinics that patients often bring small “thank-you” gifts to doctors as a way to receive quicker service. Initially, this is seen as cultural politeness. But soon, doctors expect it, those who can’t afford gifts are pushed aside, and an unofficial pay-to-play system emerges — all justified by “this is how things work here.”
