🌓Parliamentary Quest...!
🍂Every year, Parliament and State Assemblies meet and function through the majority Government and the Opposition. The Government has the mandate to govern; the Opposition has the responsibility to question, criticise and scrutinise.
But merely meeting and passing laws does not mean democracy is functioning in its true spirit.
Our Constitutional founding fathers and mothers envisioned Parliament as a place of dialogue, debate and deliberation.
Today, it increasingly appears to be:
Dialogue → Assertion
Debate → Confrontation
Deliberation → Arithmetic of Majority
As former Vice-President M. Venkaiah Naidu famously said:
“Opposition must have its say; Government must have its way.”
The Government must have the ability to govern within the Constitution. The Opposition must have the space to question and scrutinise. But confrontation should not become parliamentary paralysis, and majority should not become a substitute for deliberation.
What is the solution?
1. Protect four essential stages:
Dialogue → Debate → Deliberation → Decision
2. Strengthen public scrutiny:
Feedback windows, greater public disclosure through Print media (As Per Legislative Consultative policy 2014)
3. Bring back the culture of experienced parliamentarians:
Fight hard in public, but negotiate responsibly in private to keep the House functioning.
Finally, the ruling Government should not see Parliament merely as an extension of its electoral triumph. Electoral victory gives the mandate to govern; institutional legitimacy gives governance its democratic foundation.
As we move towards Atmanirbhar Bharat and Sabka Vikas, our democratic institutions must also become, inclusive and deliberative.
If citizens conclude that Parliament cannot settle political disagreements through dialogue, debate and deliberation, they may look elsewhere—to the streets and extra-parliamentary confrontation.

We did not inherit this democracy for free. Our ancestors built and protected this nation through immense sacrifice and struggle.
