🔆 PM-AASHA: Strengthening MSP-Based Price Support for Farmers
📍 Why in News?
✅ PIB released a backgrounder on Pradhan Mantri Annadata Aay Sanrakshan Abhiyan (PM-AASHA) on 21 August 2026.
✅ The scheme aims to ensure remunerative prices, reduce distress sales and stabilise food prices.
✅ ₹7,200 crore allocated under PM-AASHA for 2026–27.
📍 About PM-AASHA
✅ Launched in September 2018.
✅ Brings multiple price-support mechanisms under one framework.
✅ Procurement of pulses, oilseeds and copra is undertaken through agencies such as NAFED and NCCF.
📍 4 Key Components
✅ Price Support Scheme (PSS) – Procurement at MSP when market prices fall below MSP; mainly pulses, oilseeds and copra.
✅ Price Stabilization Fund (PSF) – Buffer stocks of commodities such as pulses, onions and potatoes to control price volatility.
✅ Price Deficiency Payment Scheme (PDPS) – Pays farmers the difference between MSP and market price, without physical procurement; mainly oilseeds.
✅ Market Intervention Scheme (MIS) – Intervention for perishable horticultural crops such as tomato, onion and potato when prices fall sharply.
📍 Recent Reforms & Digitalisation
✅ Biometric/Aadhaar-enabled authentication and direct procurement from pre-registered farmers.
✅ e-NAM, e-Samriddhi and e-Samyukti improve transparency and procurement efficiency.
✅ Agriculture Infrastructure Fund and expanded procurement centres strengthen farm-to-market connectivity.
📍 Key Data
✅ PM-AASHA budget: ₹5,437.99 crore (2024–25 actual) → ₹6,941.36 crore (2025–26) → ₹7,200 crore (2026–27).
✅ Under PSS, Tur, Urad and Masur procurement is permitted up to 100% of State production to boost domestic pulse production.
✅ e-NAM has integrated 1,656 mandis across 23 States and 4UTs.
📌 Case Study / Example – Bihar & Chhattisgarh
✅ Bihar: First organised procurement of masoor through NCCF, supported by 48 PACS/FPOs.
✅ Chhattisgarh: PM-AASHA procurement strengthened through 200 PACS and 12 FPOs, supporting pulse procurement and farmer market access.

PM-AASHA represents a shift from mere MSP announcement towards institutional mechanisms for price realisation, income security and agricultural market stability.
