It is called 7-30, built from three years of structured listening to more than 80,000 health workers across 137 countries.
The framework runs on two numbers. Seven days to confirm a local area is prepared before a seasonal or forecast trigger. Thirty days to restore or adapt essential services after an event.
Every action in it traces to a documented practice: mapping the catchment area, pre-authorising adaptations, naming the most vulnerable, building relationships before the crisis hits.
In a Côte d’Ivoire implementation, 82 percent of participants kept using the method without further outside support.
Health workers are already the ones noticing the familiar disease arriving at the wrong time, place, or intensity. 7-30 turns that observation into an executable plan, validated through peer review among people who know the local constraints.
This matters now because the money has collapsed. Roughly 70 percent of global health funding contracted in January 2025, just as climate indicators hit record highs and WHO projects a shortfall of 10 million health workers by 2030.
The old model, flying in experts and cascading training down a hierarchy, cannot work at that scale on that budget.
