The Wall Street Journal reports that former U.S. President Donald Trump personally authorized the head of the CIA, William Ratcliffe, to undertake a covert operation in Moscow. The mission was conducted with a high level of secrecy, to the extent that some senior White House officials were not briefed in advance.
