The plan includes a ceasefire and territorial concessions by Ukraine, with the withdrawal of Ukrainian forces from Donbas and parts of Zaporizhzhia, possibly under United Nations supervision. The proposals further recommend that Ukraine cease its efforts to regain occupied territories by force, adopt a non-aligned status, and limit its military capabilities. Additionally, the plan calls for addressing linguistic issues, and for Ukraine to sign a comprehensive peace treaty with a new government and the UN.
