Russia that had an export ban on diesel, somehow found million tons of diesel and now releasing it to the world?

Either Russian storage actively let their people to stay in line while they had diesel, or they are taking it from their own people to make bunch of money from U.S. and EU.

Note: 30% of Russian processing diesel was destroyed and it has been "importing" from India and several other countries.
