Government does not create Law merely by issuing commands, passing statutes, or enforcing rules. Law precedes government. Government exists under an antecedent rule of right, derives its authority through that higher legal order, and remains subordinate to it.
If governmental will becomes the measure of Law, then constitutional limitation collapses. The government would become the source, interpreter, and validator of its own authority.
