Spinning up a fresh instance isn't instant. There's a gap between requesting compute and it actually being ready to run your workload, and during that gap, nothing happens.
For a batch job, that delay barely registers. For anything customer-facing or time-sensitive, it's the difference between fast and frustrating.
The advertised price per hour rarely accounts for the minutes spent waiting for the hour actually to start.
