Treasury Proposes Changes to eCitizen Fees The National Treasury has proposed new regulations that will change how Kenyans pay for services on the eCitizen platform. The current flat Sh50 convenience fee is set to be replaced with a tiered structure based on the value of the service. Under the draft Public Finance Management (eCitizen System Management) Regulations 2026, services costing less than Sh99 will be free of the fee. Charges will then rise progressively, reaching Sh70 for services between Sh10,000 and Sh99,999, and Sh100 for those above Sh100,000. The changes aim to formalise the fee after a court earlier declared the previous charge illegal, and to fund the platform’s operation and maintenance. MPs have also demanded clarity on the ownership and control of eCitizen as the regulations place the system under Treasury oversight.
