1. It often happens that on Android ≥13, the permission to send notifications is not granted after installing the app.
Hold down the icon on the desktop until the menu appears, select About app -> Permissions -> Notifications -> Show all notifications
2. Notification issues are even more common on OEM firmware (MIUI, ColorOS, RUI, etc.).
There is no 100% working solution to this problem.
"Telegram Settings" -> "Notifications and Sounds" -> Go to the bottom and try enabling "Restart on close" and "Background connection"
In case this doesn't help, try randomly poking your firmware settings.
3. For owners of Huawei/HONOR devices without Google services, we are sorry in advance, there are no notifications for you.
