Presenters simply announce beginning of a debate, say that no one came, and instantly conclude it.
Experts agree that the trick is part of the new Kremlin plan to make the election look like a joke and demotivate voters from coming and casting their votes, ensuring that government employees who will be forced to participate will guarantee the ruling party another comfortable majority.
