A Russian association of digital rights market experts has submitted a proposal to the Central Bank of Russia regarding the creation of nominal digital financial assets (DFAs) as a form of stablecoins. The proposal suggests that these instruments be made accessible to non-qualified investors and include safeguards against issuer bankruptcy.
