According to reports, the project seeks to gather Sunni politicians who were pushed out of Iraq's political scene in recent years, including Rafeq al-Issawi, Zafer al-Aani, Qasim al-Fahdawi, and potentially Mishan al-Jabouri.
The initiative is being presented as an attempt to build a new Sunni political front in Iraq around Osama al-Najafi, similar to previous American efforts to cultivate influential Sunni leadership inside the country. The objective is described as reshaping Iraq's political balance by reviving sectarian Sunni-Shia polarization and creating a counterweight to the Axis of Resistance and Iraq's Shia political forces. The project is also viewed as an effort to reintroduce regional influence into Iraq's domestic politics through Zio-Gulf-backed Sunni leadership same like Julani, reinforcing the same sectarian divide that has repeatedly fueled instability and conflict in Iraq since 2003.
