The plan includes a ceasefire, territorial concessions by Ukraine, withdrawal of Ukrainian forces from Donbas and parts of Zaporizhzhia, with a potential United Nations presence. It further suggests Ukraine forgo forceful efforts to reclaim territories, maintain a non-aligned status, limit its military, address linguistic issues, and sign a comprehensive peace treaty involving a new government and the UN.
