For users from specific countries, namely Russia (+7), Ukraine (+380), Indonesia (+62), Iran (+98) and India (+91), it is not necessary to have Telegram Premium in order to create your stories both on your profiles and on channels/groups from level 1.
It is important to note that without a Premium subscription, the limit is strictly limited - for example, 1 story in 24 hours.
