Why they didn’t just arrest everyone ... Listen to what is said…
They argued that publicly rounding up senators ... judges ... and media figures would shatter public trust in institutions ....
Instead ... the plan is to confront the compromised officials privately ... give them a short window to resign ... and flip them into sources to PLAY A PART so the U.S. can monitor or use the same channels ....
No immunity is offered ... the alternative is prison and public exposure for treason ...
