🚨 Pakistan Shifts Terror Strategy in J&K:
Pakistan’s ISI has scaled up recruitment for Jaish-e-Mohammad (JeM) and Lashkar-e-Tayiba (LeT) while reducing reliance on local recruits for ground operations in Jammu & Kashmir.
🔹 Pakistani nationals are increasingly being preferred as they are considered more hardened and capable of remaining hidden for extended periods.
🔹 Local recruitment has declined due to quick arrests/eliminations, surrender of recruits and the risk of intelligence leaks.
🔹 Locals are still being recruited as Over Ground Workers (OGWs) to provide shelter, logistics and local geographical support to foreign terrorists, while being kept away from operational details.
🔹 The ISI is using “smokescreen” groups with secular-sounding names such as The Resistance Front (TRF), Kashmir Tigers and PAFF to claim responsibility for attacks and maintain Pakistan’s deniability.
🔹 The strategy aims to create a long-term terror presence in J&K while masking the involvement of Pakistan-based terror organisations.
📌 In short: fewer local terrorists on the ground, more Pakistani infiltrators, and locals increasingly used for logistics and digital cover.
