Mannsville City Manager Shonda Lou Barnes was arrested Monday at her home on a warrant charging her with 11 felony counts of false affidavit in voter registrations.
The Johnston County Election Board flagged concerns in May about voter registration applications coming out of the Mannsville area.
The applications were submitted before the May registration deadline so those voters could participate in the June primary.
Several applications had matching signatures that did not belong to the people listed as registering to vote.
Johnston County Sheriff Gary Dodd: "It is our duty… to protect the integrity of our elections, one of the most sacred rights of citizens of this country."
