“Many factors affected diesel, but the biggest one was the destruction of Russian oil refineries by Ukraine. Russia had been a significant exporter of diesel for the last few decades.
Today, they have banned any export of diesel.
China has also sharply reduced diesel exports and, in fact, Russia imports gasoline, although it has historically been a net exporter. So, the refining market has become very tight.
The Biden administration closed more than a dozen oil refineries in the US,” Chris Wright noted.
