That's the cumulative liquidation delta on Binance. In plain terms, the fuel under price is far heavier than the fuel above it. Shorts are parked in the 62-63k zone. Long liquidity runs deep through the 57-59k band, and it's the biggest pool on the map.
Price bounced off the lows and walked straight into the short zone. That's the cheap grab, and MMs rarely skip it. But a -17.2B imbalance doesn't get fixed by a squeeze higher.
