In the year 2000, Heroin was almost totally eradicated from the United States, almost impossible to find after the Taliban banned opium cultivation. After 9/11 occurred, the CIA funded every militia & every poppy field they could find, and heroin poured into the United States to record levels.
When Congress will not write a big enough check for a dirty war, drug profits and aid (USAID) cutouts fill the gap.
